CTTI Think Tank Report 2022

This book is divided into five topics: "The Construction of China New Think Tanks in the New Era and New Journey", "CTTI Source Think Tank Scanning", "Compilation of Best Case Studies in Think Tank Construction", "Compilation of Outstanding Think Tank Research Achievements", and "2022 CTTI Top 100 University Think Tanks". The book reviews the development of Chinese think tanks and the progress of academic research through bibliometric methods, among others. In addition, it provides a detailed introduction to the construction progress, overall framework, and core functions of the CTTI system. Using data included in the CTTI system as the source, the book conducts a comprehensive scan of the think tanks within the system. ​A comprehensive analysis is conducted from various aspects such as research fields, resources, and achievements, presenting a complete picture of Chinese think tanks.​ The book also offers detailed case studies and descriptions of achievements. Moreover, targeting university think tanks, it lists the top 100 university think tanks through the scoring calculated by the evaluation function of the CTTI system.

The chapters in this book were developed from a series of workshops that the Urban Institute Communications Department conducted between 2016 and 2019. Workshop participants hailed from diverse fields: housing, international development, social work, labor economics, healthcare, and more. Feedback was unanimously positive, and we were inspired to empower more researchers by putting those lessons in words.

The Urban Institute is a nonprofit research institution located in Washington, DC. It was founded in 1968 to study the nation’s urban problems and evaluate the Great Society initiatives of the Lyndon B. Johnson administration. Today, Urban comprises more than 500 social scientists, economists, mathematicians, demographers, data scientists, policy experts, and communicators. At our core, we believe good decisions are shaped by facts, rather than ideology, have the power to improve public policy and practice, strengthen communities, redirect the way businesses think and operate, and transform people’s lives for the better. Our team

China Think Tank Research and Evaluation Center at Nanjing University (Abbreviated “CTTREC”). The major work of CTTREC can be summarized as “One body, Two wings”. “One body” means the development, maintenance and spread of “China Think Tank Index”(abbreviated “CTTI”), and “Two wings” separately refers to the research and talent cultivation as well as the operation and maintenance of “Think Tank Governance Forum”. In addition, CTTREC is also the professional institution about think tank third-party assessment. Now it has completed many think tank assessment projects entrusted by Tsinghua University, Jilin University, the Propaganda Department of the Shandong Provincial Committee, the Propaganda Department of the Nanjing Committee and so on.

CTTREC persists in collaborative innovation. Nanjing University has signed the overall strategic cooperative agreement with Guangming Daily and has established a cooperative mechanism for think tank research and evaluation. Also, a comprehensive cooperation has been carried out, centered on the issues including think tank research and evaluation, development of CTTI system and “Think Tank Governance Forum”. As one of the cooperation platform between CTTREC and Guangming Daily, “Think Tank Culture Series” have planned, edited and published more than 10 key books. CTTREC also founded the “Think Tank: Theory & Practice” with Documentary Information Center, Chinese Academy of Sciences. This journal is the first scholarly journal focusing on think tank research in China.
